The Municipal Development Fund (MDF) of Georgia has officially announced the tender for the design and construction of the country’s new national stadium in Tbilisi. In the past 6 months, The Stadium Consultancy has provided MDF with specialist support throughout the essential initial project phases.
The venue is envisioned as a 70,000-capacity, multi-purpose stadium that will meet the highest international standards and serve as the home of Georgian football and rugby, as well as other sports, next to other major concerts and events. It reflects the country’s ambition to host high-profile tournaments such as the UEFA Champions League Final. To support that ambition, The Stadium Consultancy was brought in to lay the essential foundation for the development of the venue.
Our work began with the development of a Project Management Plan to guide MDF through the complex organisational and delivery structure of the project. We then conducted a comprehensive site assessment of three potential locations in Tbilisi, evaluating each site’s feasibility in terms of construction impact, infrastructure requirements, accessibility, parking, and event overlay – all critical considerations for a venue of this scale.
Following this, we prepared a detailed Employer’s Requirements (ER), defining the design criteria for the stadium and its surroundings. This process involved consultation with a broad range of stakeholders, including national sports federations and event organisers, as well as external bodies such as UEFA. The ER outlines the concept of the stadium and this way it ensures that the design complies with diverse needs of all user groups, from athletes to spectators, and from sports federations to commercial partners, paving the way for a successful venue.
In parallel, a Financial Feasibility Study was carried out to assess the stadium’s economic viability, including projections for operational costs and revenues. A sensitivity analysis identified the key variables influencing the project’s financial sustainability.
To support the delivery phase, we also drafted the Terms of Reference for the Supervision Company that will oversee design and construction. This safeguards the project’s quality and ensures that the client remains in control of strategic decisions without needing to manage daily operations.
The Stadium Consultancy will continue to support MDF throughout the design and construction phases, ensuring that the project’s original vision and technical standards are upheld.
