The City of Den Bosch had concerns regarding the safety & security of the East stand at De Vliert Stadium, the oldest remaining stand of the original stadium. The Stadium Consultancy, together with Crowd Professionals, was appointed to analyse the safety and security of the stadium and consequently developed scenarios for improvement.
Our analysis started with assessing the safety and security operations (S-factor) during matches and the physical safety and security of the stand in general (P-factor). We conducted multiple site visits and carried out an operational inspection during a match. Additionally, interviews were held with relevant stakeholders.
Subsequently, a Program of Requirements was developed, listing the relevant and applicable safety and security requirements and guidelines (a.o. Dutch FA, UEFA, SGSA). The PoR and the safety and security analysis formed the basis for a feasibility study for the renovation of the stand and the construction of a new one.
